Our Work
Open Development supports countries to prioritize more and better use of domestic resources for health. We do this by working with governments to analyze health policies and financing systems, and plan for multiyear, sustainable reforms in the areas of:
Domestic resource mobilization
Equitable and efficient public resource allocation, use, and tracking
Strategic purchasing, including contracting
Financial Protection, including health insurance schemes
Social protection, especially for poor and vulnerable populations
Evidence-based analysis of policies, financing landscapes and costs
Private sector health service innovations and engagement
Open Development’s health policy and financing work supports policy makers to make informed decisions, assists local champions to advocate for resources for health and well-being, and builds resilient and inclusive health and social sectors.
Country Spotlight
In Senegal, under the USAID-funded Building a Resilient Health System Project, Open Development advises the Government of Senegal on the mobilization and use of resources to finance primary health care. Our staff assisted the collectivités territoriales to develop a guide for mobilizing public and private resources at the local level, including leveraging local private industry, and are advising the Ministère de la Santé et de l’Action Sociale on its financial management practices, including placing population needs, gender, and equity at the forefront of the resource allocation process. Open Development also is supporting Senegal to strengthen its national health insurance scheme, building on community-based mutuelles, including the development and implementation of the new strategy for the national health insurance agency (Agence de la Couverture Maladie Universelle).
